Inclement Weather & Rain Delay Policy

The Kino Stadium District makes every effort possible to hold events in all types of weather. When situations arise beyond our control that warrant the consideration of the athletes, spectators, and the facility, difficult decisions may need to be made. All events are required to have an internal “Inclement Weather Policy” be submitted to the Stadium District for approval. The Stadium District policy will make every effort to coordinate decisions with the approved event policy.

 

The game officials will be the first line of determination for minor weather issues such as excessive heat, light rain, lightning, and approaching severe weather conditions. When more severe or inclement weather is eminent then discussions are held between the officials, tournament director/primary point of contact, and the Stadium District staff.

 

At any time, the Stadium District staff on-site may determine that play should be stopped for safety concerns and may include vacating of the facility. Kino Sports Complex uses Perry Weather for monitoring storms and lightning.

 

In the event of rain during a sporting event, the following will determine the decision chain based upon the extent of the weather:

Light rain or sprinkle before or during games

  • No lightning present. No puddling of water on the field of play. Game officials and tournament director/primary point of contact for events will determine playability for the safety of the players.
  • A maximum 90-minute stoppage or delay of play will be allowed per game day scheduled. After 90-minute single or consecutive delays the event will be canceled for the day. This does not include grounds maintenance time once weather clears.

Steady rain before or during games

  • No lightning present. Puddling in areas, depressions left on the infield areas from walking or running. Game officials, tournament director/primary point of contact, and Kino Staff will discuss the playability for both the safety of the players, and the protection of the field.
  • Kino grounds staff will tarp the mound and plate areas as determined by weather statements and radar for field protection. Full field tarp may be rolled out at the sole discretion of the Stadium District staff.
  • Upon rain stoppage, District staff along with the game officials, tournament director, or primary point of contact will review weather statements, radar, and forecasts to determine if there is further inclement weather scheduled within the game length time.
  • If weather has cleared Kino grounds staff will use brooms, brushes, squeegees, blowers at their sole discretion to dry areas. Field conditioner will be applied to field at the sole discretion of the Kino Grounds crew not to exceed 3.75 tons (3 carts worth) for national or regional level events. For state/local events amount will not exceed 1.25 tons (1 cart worth)
  • Stadium District Director and Grounds Manager/Supervisor may deem the field unplayable, and the fields closed at their sole discretion.
  • A maximum 90-minute stoppage or delay of play will be allowed per game day scheduled. After 90-minute single or consecutive delays the event will be canceled for the day. This does not include grounds maintenance time once weather clears.

Heavy rain before or during games

  • No lightning present. Major ponding of water in various areas. Tarp removal, extent of material, and time required to make field playable extensive. Kino Grounds staff and tournament director/primary point of contact will discuss.
  • Kino grounds staff will tarp the mound and plate areas as determined by weather statements and radar for field protection. Full field tarp may be rolled out at the sole discretion of the Stadium District staff.
  • Upon rain stoppage, District staff along with the game officials, tournament director, or primary point of contact will review weather statements, radar, and forecasts to determine if there is further inclement weather scheduled within the game length time.
  • If weather clears, Stadium staff will determine the required time, and material required to deem the field playable. If more than 90 minutes is required and/or material in excess of 3.75 tons up to 5 tons event primary point of contact will be notified of additional cost to the event.
  • Event organizer/primary point of contact must be aware that 5 tons of condition per field is the maximum amount that will be applied. Any additional application will result in a slippery and unsafe playing surface.
  • Stadium District Director and Grounds Manager/Supervisor may deem the field unplayable, and the fields closed at their sole discretion.
  • A maximum 90-minute stoppage or delay of play will be allowed per game day scheduled. After 90-minute single or consecutive delays the event will be canceled for the day. This does not include grounds maintenance time once weather clears.

Lightning with or without rain

  • At the 10-mile mark for severe storms with lightning, Kino staff will advise the tournament director/primary point of contact of the approaching weather. It will be the responsibility of the tournament director/primary point of contact to inform game officials.
  • When lightning is indicated by Perry Weather to be 8 miles of North, Main & South Kino Sports Complex’s, it automatically plays a wailing siren for 5 seconds (3 times) and message (3 times).
  • Kino staff will advise the tournament director/primary point of contact to suspend play.
  • Announcements will be made regarding the approaching weather for the spectators.
  • During the sirens, if play continues at the 8-mile mark, the Kino staff on site will indicate that play is halted, the fields must be vacated, and all individuals will be required to leave the facility until the all clear is given by Perry Weather PA System.
  • With the assistance of Perry Weather, The Kino staff on-site have the final decision on when to vacate the venues and fields.
  • The Perry Weather PA system will play a pulsing siren for 10 seconds (3 times) & all clear message (3 times).
  • Activities can restart only after the full 30 minutes pass with no new lightning in the initial radius.
  • Kino Event Staff will direct teams and spectators back to the venue & fields safely.
  • A maximum of (3) thirty-minute lightning delays will be allowed before play will be completely canceled.

Excessive heat

  • Excessive Heat will be at the sport specific discretion. Changes in allowable items, and amount of water that may be brought into the venue will be in effect on days when the temperature rises to over 110 degrees. Tournament Directors/Primary Points of Contact are urged whenever possible to request later or earlier starting times to avoid the hottest part of the day, or split schedules. Kino staff will make every effort to accommodate these requests.
